RxDC Federal Reporting Requirements
MESSA was recently asked about the RxDC reporting required by the Centers for Medicare & Medicaid Services (CMS). We’re happy to provide the following information to all our groups.
As a MESSA group customer, you DO NOT have to complete this RxDC federal reporting requirement for the MESSA medical coverage you provide to your employees. MESSA and Blue Cross Blue Shield of Michigan (BCBSM) act as your reporting entity and complete this task on your behalf.
What is RxDC reporting?
The term “RxDC report” refers to the data submission required under Section 204 of Division BB, Title II (Section 204) of the Consolidated Appropriations Act, 2021 (CAA). “Rx” stands for Prescription Drug and “DC” stands for Data Collection.
What information will MESSA and BCBSM submit to CMS?
CMS requires insurance companies and employer-based health plans to submit information about:
- Spending on prescription drugs and health care services
- Prescription drugs that account for the most spending
- Drugs that are prescribed most frequently
- Prescription drug rebates from drug manufacturers
- Premiums and cost-sharing that patients pay
CMS also collects information on total spending on health care services, including health care premium, enrollment, and spending broken down by hospital costs, provider and clinical service costs for primary and specialty care (separately), and other medical costs, including wellness services.
How will this information be used?
The data submitted by insurance companies and employer-based health plans will help to:
- Identify major drivers of increases in prescription drug and health care spending
- Understand how prescription drug rebates impact premiums and out-of-pocket costs
- Promote transparency in prescription drug pricing

Reminder: Monthly Terms for Overage Dependents
As a reminder, if you are terming overage dependents at the end of the month that they age out (either 25 or 26, depending on your employer’s rules), those terms are the responsibility of the employer. MESSA will only handle terms that occur at the end of the year.

Invoices are generated on the billing date and should be available to view the following Monday.
